Empowering Kampala's Workforce: Job Creation
I come from a school of thought that believes that the youth and women are the backbone of a country's economy. We will radically minimize youth unemployment through creative and innovative expansion of employment opportunities. Our administration is committed to the introduction of a massive "Marshall Plan" that will create at least 1,000,000 well-paying jobs for Kampala residents in two years.
The Plan
1. Massive infrastructure job creation
- Create 50,000 well-paying jobs annually through modern infrastructure projects
- Employ engineers, technicians, construction workers, and support staff
- Provide training opportunities for youth in construction and engineering
2. Solid waste management employment
- Create more than 200,000 jobs in solid waste management system
- Employment for engineers, technicians, garbage collectors, truck drivers, and recyclers
- Green jobs that protect the environment while providing income
3. Affordable housing construction jobs
- Create 200,000 well-paying jobs in slum upgrading and construction
- Employment in construction, plumbing, electrical work, and maintenance
- Training programs for residents in construction trades
4. Public transit system employment
- Tens of thousands of jobs in efficient public rapid transit system
- Employment as drivers, maintenance staff, administrators, and security
- Jobs across all sectors of the economy supported by better transportation
5. Support for small and medium enterprises
- Allocate a quarter of city tenders to youth, women and persons with disabilities
- Support over 40,000 SMEs in the city that employ 70% of private sector workers
- Create enabling environment for business growth and job creation
6. Enhanced government support programs
- Provide enhanced support for peasants, working poor, food vendors, bodabodas, and unemployed
- Government and private sector partnerships for targeted skill-retraining programs
- Set up Job centers in all divisions that make up Kampala City Council
7. Entrepreneurship and business development
- Support independent local businesses with start-up initiatives
- Work with 100 new stall holders in neighborhood markets
- Introduce specialist food and flower markets
- Encourage development of low cost supermarkets
We shall concentrate on building socio-economic independence and financial security for residents; not dependency. Every hard-working Ugandan deserves respect, support and empowerment.
